The Hunters League — Hunter Bylaws

I. Core Principles

Hunters must always be on the hunt for something.Hunters must be disciplined in physical confidence, mental acuity, and adaptability. Membership is a commitment to continuous self-improvement across body, mind, and circumstance.Hunters have the right to speak at League meetings. There will be at least one annual meeting of members to ensure democratic participation.Section 1: Non-Discrimination. The Hunters League shall not discriminate on the basis of race, color, religion, sex, national origin, age, disability, or any other protected class under applicable law.Section 2: Political & Religious Neutrality. The League shall not endorse political candidates or participate in political campaigns. The League shall not adopt positions on religious matters. Individual Hunters retain full personal rights to political and religious expression in their private capacity.

II. Organizational Structure & Governance

The Hunters League is organized as a private league, operating under contractual agreement among its members rather than under government charter.(a) Pro Hunters (Full Members): Licensed individuals with full voting rights, eligible to govern, and subject to all bylaws.
(b) Trainee Hunters: Individuals pursuing licensure. Non-voting, not eligible for office, but bound by the Code of Conduct.
(c) Honorary Hunters: Individuals recognized by the Chairman for extraordinary contributions. Non-voting unless also a Pro Hunter.Section 1: Resignation & Expulsion. A member may resign at any time by written notice. Expulsion (distinct from license revocation) requires a two-thirds (⅔) vote of the Staff Advisors including the Vice-Chairman and Treasurer, and Chairman - and shall follow the disciplinary procedures in Article VI.Section 2: Annual Meeting of Members. The League shall hold an annual meeting of members no later than the end of each calendar year. Notice shall be given at least thirty (30) days in advance. A quorum for the annual meeting shall be ten percent (10%) of Pro Hunters in good standing, present in person or by proxy.Section 3: Special Meetings. Special meetings of members may be called by the Chairman, by a majority of the cabinet, or by petition of at least twenty percent (20%) of Pro Hunters in good standing.Section 4: Voting. Each Pro Hunter in good standing is entitled to one (1) vote. Proxy voting is permitted only with a written proxy designation filed to the Staff Advisors at least twenty-four (24) hours before the vote. Unless otherwise specified, a simple majority of votes cast governs.Section 5: Staff Advisors. The Staff Advisors of the League shall be the Chairman and the Zodiacs - which include a Vice-Chairman and Treasurer. The Treasurer shall be appointed by the Chairman and shall maintain the official records, minutes, and financial accounts of the League.Section 6: Terms of Office. The Chairman serves until they voluntarily step down, or a vote of removal is called for by a Pro Hunter or Staff Advisor. The Chairman may be removed before the end of their term only by a two-thirds (⅔) vote of all Pro Hunters in good standing.Section 6.1: The Vice-Chairman and Staff Advisors serve at the pleasure of the Chairman. The Chairman may decide their Vice-Chairman and Staff Advisors. The Vice-Chairman is considered a Staff Advisor.The Chairman
In the inaugural year of the Hunters League, the Chairman will be determined by the confidence of a majority of their colleagues. The Inaugural Chairman will then determine the Vice-Chairman and Staff Advisors, also known as the Zodiacs.(a) When the position of Chairman is vacated, the vote to elect the next Chairman must be conducted at once, and deputy power is given to the Vice-Chairman in the meantime.
(b) The authority to decide on a method to select new members is given to the Chairman. However, to significantly change existing methods requires the confidence of a majority of colleagues.Any matter not mentioned in this Charter will be decided by a cabinet consisting of the Chairman, Vice-Chairman, and Staff Advisors.

III. Licensing

Once a Pro Hunter is licensed, that license can only be revoked by a majority vote of the Staff Advisors, Vice-Chairman, and Chairman.A Pro Hunter license will not be reissued for any reason, and will only be reissued in the event of an organizational licensing change.The revocation process will be initiated by any member of the Staff Advisors, including the Vice-Chairman and Zodiacs, in response to public complaints or internal Hunter complaints.

IV. Use of Force & Legal Compliance

Hunters will act in reasonable self-defense or in defense of others to prevent imminent threats with proportional force, otherwise acting in compliance with local and regional law. Pro Hunters must learn viable methods of self-defense.Imminence: The threat must be immediate or about to occur, not speculative or past.
Proportionality: The force used must match the level of threat (deadly force is only justified against deadly threats).
Reasonable belief: A Hunter's actions are judged by what a reasonable person in the same situation would believe.The Hunters League does not grant Hunters law enforcement or judicial authority.

V. Ranking System

The Hunter Ranking system grants rank increases to Hunters who produce significant, verifiable achievements or documented accomplishments meeting criteria set jointly by Staff Advisors, the Vice-Chairman, and Chairman in a particular field or mission. Likewise, dishonorable practices will result in rank losses.Dishonorable practices include:
(a) Illegal acts (criminal conduct under applicable law)
(b) Any other conduct the Staff Advisors, the Vice-Chairman, and Chairman determine undermines the League's integrityRank losses are temporary — ranks can be earned again. The affected Hunter may appeal once. Upon appeal, the Staff Advisors, the Vice-Chairman, and Chairman will jointly conduct a review of both the appeal and the underlying dishonorable practices.

VI. Due Process & Disciplinary Proceedings

Before any disciplinary action is taken against a Pro Hunter, written notice shall be delivered to the Hunter no fewer than fourteen (14) days before any hearing. The notice shall include:(a) The specific charges or alleged violations, described with sufficient detail to allow the Hunter to prepare a response; (b) The specific bylaw provisions, rules, or standards allegedly violated; (c) The potential range of sanctions, including but not limited to license revocation, rank loss, suspension, or formal reprimand; (d) The date, time, and format of the hearing; (e) The Hunter's right to respond in writing, in person, or through a representative of their choice.Section 1: Hearing & Opportunity to Be Heard
The Hunter shall have the right to a hearing before the Staff Advisors, Vice-Chairman, and Zodiacs (hereafter "the Disciplinary Panel"). At the hearing, the Hunter shall have the right to:(a) Present evidence and testimony in their defense; (b) Call witnesses on their behalf; (c) Examine and respond to all evidence presented against them; (d) Be accompanied by a representative, who may be another Hunter, or any other person of the Hunter's choosing; (e) Make a statement on their own behalf without cross-examination.Section 2: Impartial Decision-Making
No member of the Disciplinary Panel may participate in the hearing or vote on the outcome if they:(a) Initiated the complaint against the Hunter; (b) Are a direct witness to the alleged violation; (c) Have a personal or financial conflict of interest that would prevent impartial judgment.A challenged Panel member shall recuse themselves. If a Panel member refuses to recuse, the remaining Panel members shall decide the recusal by majority vote. A recused member shall be replaced by an alternate designated by the Chairman from among the broader membership of Staff Advisors.Section 3: Appeals
A Hunter subject to disciplinary action may file one (1) appeal. The appeal must be submitted in writing within thirty (30) days of the written decision. The appeal shall be reviewed jointly by the Staff Advisors, Vice-Chairman, and Chairman, none of whom may have served on the original Disciplinary Panel.The appeal review shall consider:(a) Whether the hearing was conducted in accordance with the bylaws; (b) Whether the decision was supported by the evidence; (c) Whether the sanction was proportionate to the violation; (d) Whether new evidence exists that could not have been presented at the original hearing through reasonable diligence.The appeal body may uphold, reduce, or overturn the sanction, or remand for a new hearing. The decision on appeal is final and binding.Section 4: Interim Suspension (Emergency Provision)
In cases where the Disciplinary Panel determines, by majority vote, that a Hunter poses an imminent risk of serious harm to themselves or others, the Panel may impose an interim suspension pending the full disciplinary hearing. The interim suspension shall not exceed thirty (30) days unless extended by a full vote of the Panel. The Hunter must receive notice of the interim suspension and the basis for it within forty-eight (48) hours.

Article VII: Indemnification

Section 1: Member Indemnification. Each Member, by virtue of their membership, agrees to indemnify and hold harmless the League, its officers, staff advisors, agents, and chairman from any and all claims, damages, liabilities, costs, and expenses arising out of or related to the Member's actions, omissions, or participation in League activities.

Article VIII: Conflicts of Interest

Section 1: Duty of Disclosure. Any Hunter or Staff Advisor who has a direct or indirect financial or personal interest in a matter before the League shall disclose that interest before any discussion or vote on the matter.Section 2: Recusal. A person with a disclosed conflict shall recuse themselves from deliberation and voting. The recusal shall be noted in the minutes.Section 3: Interested Transactions. A transaction in which a Hunter or Staff Advisor has an interest is not void or voidable if: (a) the material facts were disclosed; (b) the transaction was approved in good faith by disinterested persons; and (c) the transaction was fair to the League at the time.

Article IX: Records

Section 1: Required Records. The League shall maintain: (a) the current bylaws; (b) minutes of all meetings of members and the cabinet; (c) a record of all actions taken by written consent; (d) a list of all Pro Hunters in good standing; (e) financial statements for the three (3) most recent years.Section 2: Member Inspection Rights. Any Pro Hunter in good standing may inspect the records listed in Section 1 upon written request at least ten (10) days in advance, at a reasonable time and place specified by the Treasurer.Section 3: Confidentiality. Records containing personal identifying information, disciplinary records, or trade secrets may be redacted before inspection.

Article X: Dissolution

The Hunters League may be dissolved only by a two-thirds (⅔) vote of all Pro Hunters in good standing. Upon dissolution, assets shall first be used to satisfy all debts and liabilities. Remaining assets shall be distributed to one or more tax-exempt organizations with purposes similar to the League, as determined by the cabinet. No assets shall inure to the benefit of any private individual.Section 1: Amendment by Members. These bylaws may be amended by a two-thirds (⅔) vote of Pro Hunters in good standing at an annual or special meeting, provided the proposed amendment was distributed in writing at least thirty (30) days before the vote.Section 2: Amendment by Cabinet. The cabinet may adopt amendments by a two-thirds (⅔) vote, provided: (a) the amendment does not conflict with the Core Principles; (b) notice is given to all Pro Hunters at least fourteen (14) days before the vote; and (c) any amendment adopted by the cabinet is subject to ratification or rejection by the members at the next annual meeting.Section 3: Emergency Amendments. In exigent circumstances, the Chairman may adopt temporary amendments effective immediately for no more than ninety (90) days, subject to ratification by the cabinet within fourteen (14) days.

Article XI: Hunter Code of Conduct

Section 1: Integrity. Hunters shall not engage in fraud, deceit, or misrepresentation in their professional activities.Section 2: Confidentiality. Hunters shall respect the confidentiality of information obtained in the course of League activities, except as required by law.Section 3: Cooperation. Hunters shall cooperate with League investigations and disciplinary proceedings.Section 4: Reporting. Hunters who witness a violation of these bylaws or applicable law by another Hunter shall report it to a Staff Advisor within a reasonable time.Section 5: Harassment & Retaliation. The League prohibits harassment of any kind. Retaliation against any person who reports a violation or participates in an investigation is itself a violation of this Code.Section 6: Participation. Preventing the full participation of any Hunter in the Hunters League is prohibited.Section 7: Artificial Intelligence. AI should be used as a tool to expand and learn from, not as a means to imitate or abbreviate educational and artistic experiences. The Hunter League will not be using AI to supplement creative materials.

Article XII. Amendment & Unforeseen Matters

Any matter not addressed in these bylaws will be decided by the governance cabinet (Chairman, Vice-Chairman, Staff Advisors).
